The Federal Emergency Management Agency (FEMA) and South Carolina Emergency Management Division (SCEMD) have received an application for Federal grant funding through the Building Resilient Infrastructure and Communities (BRIC) Program. Funding for this grant was made available under Section 203 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (Stafford Act), as amended (Pub. L. No. 93-288) (42 U.S.C. § 5133) implemented by Hazard Mitigation Assistance: Building Resilient Infrastructure and Communities. Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state, and local laws, regulations, floodplain standards, permit requirements, and conditions.
Under the National Environmental Policy Act (NEPA), federal actions must be reviewed and evaluated for feasible alternatives and for social, economic, historic, environmental, legal, and safety considerations. Under Executive Order (EO) 11988 and EO 11990, FEMA is required to consider alternatives to and to provide public notice of any proposed actions in or affecting floodplains and wetlands. EO 12898 also requires FEMA to provide the opportunity for public participation in the planning process and to consider potential impacts to minority or low-income populations.

Project Title: Resilient Water Supply Project
Project Description: The City of Columbia is evaluating a proposed water resiliency infrastructure project to develop a new raw water intake facility within the limits of the Congaree River. The proposed project location is west of the existing Columbia Canal Water Works on the eastern bank of the Congaree River (refer to Figure 1). The proposed activities will involve construction, within the normal water limits of the Congaree River, on the adjacent canal embankment, and also include a canal pipe crossing and site piping most near the terminus of Calhoun Street on the east side of the Canal. Additionally, temporary construction facilities and site earthwork will be necessary to allow construction access from Calhoun Street to the proposed structure site in the Congaree River. Activities will occur within the normal water limits, floodplain and floodway. At completion, the intake will draw raw water from the Congaree River to the City of Columbia’s raw water reservoir for the purpose of treatment for use as drinking water.
Project Location: Within the limits of the Congaree River adjacent to the existing Canal Water Treatment Plant in Columbia, SC. 34° 00’ 23” N, 81°03’30” W
Alternatives Considered: No Action, Alternate Locations in Broad River & Saluda River. Transmission main from Lake Murray.
